14.1 Framework agreements provide an option for contracting authorities who wish to award construction work on a regular basis and reduce procurement times, learning curves and other risks; In addition, another advantage is the ability to establish closer long-term working relationships between the client and the contractor. The use of a framework agreement allows the contracting authority to solicit, if necessary, tenders from contractors and/or consultants on request over a specified period. 30.1 With respect to the YCW form, management is the responsibility of the design team leader, who is normally the architect, while in the NEC form, management is provided by the Project Manager (PM) and is more onerous than that required in the YCW form.
